Economic aspects and rights, duties and guarantees of citizens are some of the main issues under discussion at the Cuban Draft Constitution, the specialist of the National Archive, Silvio Facenda, said.
Facenda told Prensa Latina that the new Constitution should guarantee an economic remuneration in accordance with the work, performance and capacity of workers; and suggested to increase wage for pensioners.
He also referred to the accelerated population aging and the need to stimulate birth rate on the island, for which he suggested creating facilities and economic guarantees for women of childbearing age.
He also supported the idea of recognizing private property and foreign investment as new forms of market, and suggested expanding the possibility that Cuban residents abroad can invest.
Regarding the changes in the institution of marriage, Facenda said it should be maintained as the current Constitution reflects it as the union voluntarily agreed between a man and a woman, a criterion defended by the majority of workers.
The new letter of the Constitution stray from that conception and proposes marriage between two people, considering that it would expand the rights of the Cubans.
Millions of people are participating throughout the island in a popular consultation from August 13 to November 15 in neighborhoods, workplaces and schools, in a process from which the Parliament will assess opinions to draw up the final document that will be submitted to a referendum.
In an unprecedented event, more than 1,400,000 Cuban residents abroad will also be capable of participating in the debate as of the first week of September, and express their opinions in a section on the website Nation and Emigration of the Cuban Foreign Ministry.
